US Repatriation Flights Available on Ethiopian, Brussels and KLM Airlines this September

The United States of America Embassy in Uganda continues to repatriate American citizens from Uganda to the United States of America and other parts of the world this month of September 2020.

Therefore, US stranded citizens in Uganda due to the outbreak of the Coronavirus or would wish to fly back home are urged to contact authorized travel agents for flight schedule and booking while .

The flights are available from Entebbe International Airport to any particular travel destinations across the World for foreigners living in Uganda and want to reconnect with their loved ones once again.

Interested passengers must book directly with the airline or travel agency indicated.  Travelers will be able to book an itinerary to a final destination in the United States. Though, the Embassy clarifies that the US Government does not control flights, pricing, availability and cancellations as they are all under the jurisdiction of the Airline.

The US Embassy also reveals that, there are no free repatriation flights for U.S. citizens.  According to U.S. law, departure assistance to U.S. citizens must be provided on a reimbursable basis.  The U.S. Embassy has no plans to charter an evacuation flight out of Uganda but if it were to do so, the Embassy would require passengers to sign a promissory note for the loan and reimburse the U.S. government for the cost of the flight. 

Furthermore, Foreigners stranded in Uganda and Interested in flying back home should verify their passports and other documentation valid for at least six months from today’s date.  For American Citizen Services, including passport renewals, please visit the US website.

Consular Services:

Beginning the week of August 3, the consular section at U.S. Embassy Kampala will offer limited routine passport appointments and appointments for Consular Reports of Birth Abroad (CRBA).  To schedule a passport appointment, please visit their website, which will be open for appointments starting Monday, July 27.  To qualify for a CRBA appointment, you must first be documentarily ready for interview.  To submit your documents for review, please email KampalaCRBA@state.gov.  CRBA appointments will be scheduled for those who are already documentarily ready in chronological order of receipt. 

COVID-19 Restrictions:

On July 21, President Museveni announced changes to the current restrictions, including allowing shopping arcades and beauty salons to reopen immediately, permitting boda boda drivers to begin carrying passengers again on July 27, and shortening the curfew to 2100h-0530h.  Schools, churches, and mosques remain closed.  Entebbe International Airport, as well as all land borders, remain closed to regular passenger traffic.

Visa Status of Foreign Residents and Visitors in Uganda:

The Ministry of Internal Affairs opened their office for visa renewals and other routine immigration matters on June 15. Foreign residents and visitors with visa issues or questions can visit their office Monday through Friday from 0800 to 1400.

The Ministry of Internal Affairs under the Directorate of Citizenship and Immigration is the issuing authority for Uganda visas and is the entity that may be able to provide guidance.

Currently, Uganda has so far registered 1,297 confirmed cases of COVID-19 and eight deaths due to COVID-19 as reported according to the Ministry of Health.

Country-Specific Information:

The numbers of confirmed cases of COVID-19 and related deaths continues to rise in Uganda. 

The Ministry of Health (MOH) designated Kampala as a COVID-19 hotspot on August 13 following an increase in cases in the city and because the majority of deaths in the country to date have occurred there.

Entebbe International Airport, as well as all land borders, remain closed to regular passenger traffic.

What US Citizens in Uganda ought to know!

Entry and Exit Requirements: The United States Of America Citizens in Uganda are allowed in and out of the Country, however, Entebbe International Airport, as well as all land borders, remain closed to regular passenger traffic. Only special repatriation flights, organized by the Government of Uganda, are being permitted to arrive at Entebbe International Airport.

Is a negative COVID-19 test (PCR and/or serology) required for entry?

Travelers must take a certified PCR COVID-19 test no more than ten days before departure and obtain a negative result. Tests must have been done by a health facility that is accredited by the government of the country in which the test is conducted. Travelers will be required to present their test results to the airline to receive confirmation of their flight booking. Travelers will be required to take an additional COVID-19 test, at their own expense, at their pre-approved quarantine location upon arrival in Uganda.

Are health screening procedures in place at airports and other ports of entry?

All arriving travelers are required to undergo a COVID-19 test, at their own expense, at their pre-approved quarantine location on arrival in Uganda.

Are there restrictions on intercity or interstate travel? 

Travel to certain border regions including Tororo, Busia, Namisindwa, Kyoteera, and Elegu in Amuru is restricted.

Public transport is generally allowed at half-capacity and all passengers are required to wear masks. Private vehicles are allowed to carry only four passengers, including a driver.

When in public, wearing of masks is required and individuals are expected to maintain social distancing at all times.

Quarantine Information:

Are U.S. citizens required to quarantine? 

All passengers returning to Uganda, including U.S. citizens and legal permanent residents who might be able to avail themselves of special repatriation flights bringing passengers into Uganda, must be prepared to quarantine at the direction of the Government of Uganda. This will include institutional quarantine at one’s own expense for approximately 14-17 days at a property pre-approved by the Ugandan government.

Upon arrival, travelers must deposit their passports with Ugandan immigration authorities. Passports will be returned at the completion of the mandatory quarantine period and upon presentation to the Office of Immigration of a certificate of release from quarantine issued by the Ministry of Health. Additionally, said certificate must indicate a negative COVID-19 test result from a test administered at the end of the quarantine period.

COVID-19 Testing:

A number of health facilities in Kampala offer COVID-19 testing.  These include Makerere University HospitalMulago National Referral HospitalLancet Laboratories  (ph. 041-4341621), MBN Laboratories (ph. 0700-533-954), and Medipal Hospital (ph. 0417-799-900).  Individuals are expected to cover the expense of the test.  Average cost for testing is UGX 250,000.

Fines for Non-Compliance:

Violators may face varying consequences including verbal warnings from police, being detained for a period of time, or formal arrest for disobeying presidential directives and/or for a negligent act likely to spread disease.

Local Defense Units are deployed nightly to reinforce the police in ensuring compliance with the COVID-19 safety protocols.
